Our personal data processing

The Public Transition Organisation, a part of Kammarkollegiet, handles cases related to basic, public transition and skills support to individuals, in accordance with the Act (2022:850) on Basic Transition and Skills Support, as well as the issuing of formal opinions to CSN regarding applications for student finance for transition and retraining, in accordance with the Act (2022:856) on Transitional Study Support.

How do we collect personal data?

The information we collect about you is mainly provided by you when you submit an application. We may also collect personal data from other authorities, such as the Swedish Tax Agency and Statistics Sweden (SCB), if this is necessary for the processing of your case or for the authority’s analysis, follow-up and evaluation work.

Where do we use the personal data?

Kammarkollegiet only uses data within the EU/EEA.

Purpose of the processing of personal data

Kammarkollegiet processes your personal data

  • when processing applications for basic transition and skills support (counselling, guidance and enhanced support);
  • when processing cases regarding the issuing of formal opinions to people who will apply or have applied for student finance for transition and retraining from CSN;
  • in analysis, follow-up and evaluation work;
  • to save a draft of a pending application via our e-services;
  • to fulfil the obligations arising from the principle of public access to official records, and
  • when communicating with the enquirer by email, contact form, letter or telephone.

Legal basis

The legal basis for Kammarkollegiet’s processing of personal data is that the processing is necessary for the performance of tasks carried out in the public interest and in the exercise of official authority, or for compliance with a legal obligation.

Personal data we process when handling cases

Kammarkollegiet, Legal, Financial and Administrative Services Agency, processes the following categories of personal data in order to handle cases concerning counselling, guidance, counselling with enhanced support and formal opinions regarding applications for finance for transition and retraining from CSN, the Swedish Board of Student Finance.

  • personal identity number or coordination number
  • contact details
  • income information
  • information about current and previous employment
  • information about level of completed education and planned studies, and
  • health data
  • information about skippable time (sickness or parental benefits from the Swedish Social Insurance Agency, daily allowance from the Swedish Armed Forces, or daily allowance from the Swedish Social Insurance Agency, in the event of compulsory national service and finance for transition and retraining from CSN)
  • any other information you choose to share.

Personal data we process in connection with enquiries

Kammarkollegiet processes the following personal data in order to communicate with you if you submit an enquiry:

  • name and contact details
  • any other information you choose to share.

Personal data we process for analysis, follow-up and evaluation purposes

Kammarkollegiet processes the following categories of personal data in our analysis, follow-up and evaluation work:

  • personal identity number or coordination number
  • contact details
  • demographic data (e.g., data about age, gender and geographical distribution)
  • information about your case (e.g., whether your application was successful, the period of time for which you received support, your grades/results, and activities you have carried out)
  • information about current or previous employment
  • responses from questionnaires and surveys.

Processing of personal data for the purposes of fulfilling obligations under the principle of public access to official records

As Kammarkollegiet is a government agency, we are obliged to keep public documents. We can only delete them if they are subject to specific decisions or regulations regarding deletion. We are also obliged to disclose public documents containing personal data, provided that they are not confidential.

To whom do we disclose your personal data?

Within the context of our mission, Kammarkollegiet may disclose your personal data to other authorities (such as the Swedish Social Insurance Agency, the Swedish Tax Agency, CSN and Statistics Sweden), framework agreement suppliers, and IT suppliers.
